MEETING WILL BE CALLED TO ORDER AT 11:00 AM
The State Central Committee Meeting will have business required by the Delegate Selection Plan (DSP) as well as regular State Central Committee business. Based on our DSP rules, proxies are not permitted when voting for delegates to the DNC convention in Denver. The relevant rule is as follows:
Section III, F, b. For this meeting, no proxies shall be allowed.
Please keep in mind that the term “meeting” refers to the portion of the SCC meeting that we will be selecting delegates. The delegate selection plan does not govern the other portions of the SCC meeting where we will be undertaking other party business, such as the election of our DNC Committeeman and DNC Committeewoman.
Our Party rules call for the use of proxies during regular SCC business. A proxy form can be downloaded HERE. The relevant rule is as follows:
Rule 4-5. Proxy. Except as otherwise
provided, proxy voting is permitted. A proxy
shall
be in writing, signed by the person
giving the proxy and filed with the State
Secretary. A proxy shall be valid only when
voted by a registered Democrat of the same
county as the person giving the proxy.
ELECTION OF DELEGATES
The following provides clarity on the process for our election of delegates. When you register, you will identify and declare whether you are participating as a member of Sen. Hillary Clinton’s caucus or Sen. Barack Obama’s caucus.
The first delegate we elect will be an unpledged add-on delegate. This delegate will be nominated by the State Chair in consultation with the Executive Committee. The State Chair must nominate at least two names. The entire SCC will elect the unpledged add-on delegate.
The SCC will then break into presidential preference caucuses.
Each presidential preference caucus will then elect pledged Party Leader Elected Official (PLEO) delegates. The SCC will elect two Hillary Clinton pledged PLEOs and one Barack Obama PLEO.
Finally, the presidential preference caucuses will elect six pledged at-large delegates and one at-large alternate. Sens. Hillary Clinton and Barack Obama each get three at-large delegates. The alternate is awarded to Sen. Hillary Clinton.
Before the election of the six pledged at-large delegates and the one at-large alternate, the chair will give a report on the Affirmative Action goals established in the DSP. The at-large delegates are to be used to insure we meet the criteria set in the Affirmative Action goals in the DSP.
Section III D 5 c. (3) The election of at-large delegates and alternates shall be used, if necessary, to achieve the equal division of positions between men and women, and may be used to achieve the representation goals established in the Affirmative Action section of this Plan. (Rule 6.A.)
The SCC as a whole will then confirm the delegates elected by each presidential preference caucus.
